Water Reclamation Facility (WRF)

About the Process
At the January 10, 2013 California Coastal Commission (CCC) meeting, the CCC voted to deny the Coastal Development Permit (CDP) for construction of an upgraded wastewater treatment plant (WWTP) at its existing location. In summary, the basis for denial included:
  1. Local Coastal Plan - zoning inconsistency
  2. Failure to avoid coastal hazards
  3. Failure to include a sizable reclaimed water component
  4. Project is located within an LCP-designated sensitive view area
The City has engaged the services of MKN Associates to act as the overall program manager for the next 8 years and through both phases of the project. Additionally, Black & Veatch is onboard preparing the Facility Master Plan that is due to be completed in February 2016.
The services of an environmental consultant were secured in order to produce the required CEQA/NEPA documents. The City anticipates the environmental review process will take the better part of 18 months.
 A Community Workshop has been scheduled for Tuesday, December 1, 2015 from 4:00-6:00 p.m. at the Veteran's Memorial Building.

At the April 30, 2015 CMB/CSD Joint Powers Agreement meeting, the Cayucos Sanitary District presented its resolution to the City that declares their intent to independently pursue alternatives for wastewater treatment and water reclamation.

At the same meeting, the City Council moved to continue working toward a regional facility that would serve both communities and left the door open for the CSD to join together with the City for their mutual benefit.
